    Manual de procedimientos y trámites para el desarrollo de proyectos públicos en el municipio de Medellín

    A través de este manual se ha recogido de manera secuencial y práctica los trámites que deben considerarse a medida que se va avanzando en el desarrollo de un proyecto de infraestructura pública en la ciudad de Medellín, tal que muestre con un nivel de detalle cuales son las licencias, permisos y cumplimiento de normas que se deben tener en cuenta para su ejecución y entrega a la entidad correspondiente. Para tal finalidad se consultaron en el medio las normas técnicas de construcción, la legislación que rige esta actividad, los decretos ambientales, el plan de ordenamiento territorial, y los trámites antes las entidades donde se expiden los diferentes permisos, certificados y documentos que se exigen para la entrega de los proyectos, tales como: notarías, catastro municipal, planeación municipal, EE.PP.MM., secretaría de infraestructura municipal, oficina de registro de instrumentos públicos, rentas y registro, curadurías urbanas, secretaria de planeación entre otras. Ninguno de los textos encontrados presenta el tema con el enfoque de nuestro trabajo ya que no se muestran en forma secuencial y por etapas, todos los requerimientos legales y técnicos incluyendo los diferentes documentos y formatos que se requieren para emprender un proyecto constructivo de infraestructura pública.Through this manual, sequential and practical information has been collected about the permits required, as the different stages of public infrastructure projects in Medellin are developed, showing in detail, which licenses, permits and regulations are needed for its execution and hand-in to the corresponding institution. For this purpose, technical regulations of construction, legislation regarding this activity, environmental ordinances, land use plan, and other formalities were consulted, as well as the procedures required by the different entities that issue the different permits, certificates and documents required for the delivery of projects. Such entities are: notaries, cadastral municipality, municipal planning, EE.PP.M., secretary of municipal infrastructure, office for registration of public instruments, rentals and registration, curatorial urban planning secretary, among others. None of the texts found show the subject with the focus of our work, since all legal and technical requirements are not shown sequentially and in stages, or include different documents and forms required to undertake a construction project for public infrastructure

    Local Government, Taxes, and Guns: Successful Policy Innovation in Three Colombian Cities

    This paper evaluates transformative policy innovations with respect to security and taxation in the three main Colombian cities: Bogotá, Medellín, and Cali. In the first two, such policies were associated with huge success. Elsewhere we (Gutiérrez et al. 2009) have tagged these transformation processes as ‘urban/metropolitan miracles’. The term comes from the fact that both common citizens and pundits considered these to be extremely unlikely, that they were fast, and that they were large-scale. We argue, that the success of Bogotá and Medellín was the result of a set of institutional underpinnings basically related to the 1991 constitution; the opening of a window of opportunity for new political actors; and, as a result, the formation of a new government coalition and ‘governance formula’. Anti-particularism was a language related to political demands— linked organically with the pro-1991 constitution movement—which became effective .../urban security, state building, public policies

    Perfomance and Efficiency in Colombia's Power Distribution Sistem: Effects of the 1994 Reform

    We asess evolution in perfomance, efficiency and productivity of Colombia's power distribution utilitiesbefore and after the 1994 regulatory reform that introduced electricity market activities for the power sector in 12 distribution companies from 1985 to 2001. Perfomance is evaluated contrasting changes in meanand median by Wilcoxon Rank Sum and Pearson test on financial and other perfomance indicators. Technical efficiency is measured by means of Data Envelopment Analysis (DEA). The nature of the dataset allows the the estimation of Malmquist productivity index and its evolution in time. Results show a recovery after thereform in the mains perfomance indicators of profitability, parcial input productivity, and output. Plantefficiency and productivity increased after de reform, mainly in the largest utilities used as benchmarks inthe DEA efficiency scores measures. Meanwhile, the less efficient power distribution companies did not improve after the reform and were not able to undertake plant restructuring to chatch up in plant efficiency with respectto the Pareto efficient input allocation.     The Good, the Bad and the Ugly of Corporate Social Responsibility: Taking a Look at the Case of Empresas Públicas de Medellín

    The following research takes a look at the concept of Corporate Social Responsibility (CSR) focusing on the good and bad aspects it presents. The analysis is supported by three theories: (1) CSR and the Competitive Advantage by Kramer and Porter (2002), where CSR is seen as tool to achieve competitive advantage not only benefiting the company but the society around it, (2) Stages of CSR by Zadek (2006), presenting CSR as learning process for the organizations and the society, and (3) Development of Community/Company Relationships with CSR by Marin, Rubio and Ruiz (2009), considering CSR as a key for a good perception of consumers and the relationship established among the company and its consumers. Finally there is a study of a Colombian company really active in the implementation of CSR. Taking this approach will allow for greater understanding on the importance of CSR in addition to its wider significance in society and with a direct link to Medellin, Colombia

    Adaptive Governance as an Avenue for Delivering Public Purpose in the Wake of Financialization

    The demand for infrastructure and utility services is an acute challenge for countries in middle- and low-income countries undergoing high levels of urbanization, demographic shifts, and civil and political reorganization. The demand for utilities occurs alongside a trend toward increased financialization of the local state. A challenge for meeting demand for utility services is the shift toward increased financialization where the delivery of public purpose is challenged. This chapter aims to highlight governing arrangements that aid in understanding how public purpose can be delivered through utilities using the case study of Medellin, Colombia. Through examples of public infrastructure projects and the delivery of water by its utility-company, Empresas Publicas de Medellin, the paper discusses how this company achieved alignment of essential services with public purpose through adaptive governance structures that mitigate adverse effects of financialization and promote the integration of economic, environmental, and social goals. While this case does not propose a transferable model of governance, it highlights arrangements that enable a more mixed, adaptive, and nuanced understanding of how adverse effects associated with total financialization might be abated
